在经济迅速发展,政治管理体制改革相对滞后的情况下,只有结合机构层面的改革,进行人事制度的改革才能实质性地推动地方政府公共服务能力的提高。本文在分析深圳行政机关公务员分类管理改革的经验基础之上,指出了其对全国公务员分类改革的启示。
Under the condition of rapid economic development and relatively lagging reform of the political management system, the reform of the personnel system can only substantively promote the improvement of the public service capabilities of local governments only when it comes to institutional-level reform. Based on the analysis of the experience of classification administration reform in civil servants in Shenzhen, this paper points out its enlightenment on the reform of the classification of civil servants in China.
