考核科技人员的关键问题是对于科技人员的自身素质和对科学事业的贡献给予科学、合理的评价和确切的肯定。要达到这一目的,就必须研究科技人员考核工作的规律和方式方法,克服其盲目性和种种人为因素的影响,使考核结果建立在定量化、标准化的基础上。科技人员量化考核是近几年来科技人员管理上所作的有益尝试。对于加强和改善科技人员管理部门的工作,充分调动科技人员的积极性,为优秀中青年人才脱颖而出创造条件具有积极的意义。本文总结了科技人员量化考核工作的经验,探讨了量化考核中的若干问题。
The key issue for assessing scientific and technological personnel is to give scientific and reasonable appraisals and affirmation to the scientific and technological personnel for their own quality and contribution to the scientific undertaking. In order to achieve this goal, we must study the laws, methods and methods of scientific and technical personnel examination work, overcome the influence of blindness and various human factors, and establish the examination results on the basis of quantification and standardization. The quantitative assessment of science and technology personnel is a useful attempt on the scientific and technological personnel management in recent years. It is of positive significance for strengthening and improving the work of management departments of science and technology personnel, fully mobilizing the enthusiasm of scientists and technicians and creating conditions for outstanding young and middle-aged talents to stand out from the crowd. This article summarizes the experience of scientific and technical personnel to quantify the assessment work and discusses some problems in the quantitative assessment.
