“铁打的营盘流水的兵”,说的是常备军中兵员周期轮换更替的频繁性。如今看来,用它形容民兵和预备役部队兵员日渐增大的分散性和流动性,更是贴切不过。市场经济的迅速发展,社会经济活动的日趋活跃,似乎使空间变得越来越小。民兵和预备役部队官兵中,离土离乡跑买卖做手艺打零工者越来越多。他们走南闯北,甚至长年在外,在编而不在藉,在册而不在家。这种情况,给当前和今后的民兵工作提出了一个新的重要课题——如何加强兵员的动态管理?
