东黄输油管线寿光至潍坊段,穿越桂河的250米是采用φ529×8毫米,外加φ720毫米的套管并以增注水泥沙浆的结构形式埋地敷设的。1984年以来,这段管线因内部腐蚀穿孔,导致套管连续6次漏油,其中两次发生在注浆口及排气口封头部位,其它均发生在φ720毫米螺纹管两端的封头焊缝部位。因增注水泥沙浆的套管不承受工作压力,每次补焊不仅因停输而影响正常生产,而且总不能彻底根治。经石油部管道局和胜利输油公司研究,决定采取不停输封堵换管的办法。
