科技创新是多层次的,但科学原始创新应是深层次的。这不仅是它的元创性、基础性,还在于其成果有可能对传统科学基础理论、科学思想进行较大的碰撞,从而导致科学观念的变革和科学方法的飞跃。科学原始创新能推动科技广阔领域的发明发现,对科技的整体发展十分重要,所以得到国际科学界和各国政府的高度重视和大力支持。其中一些成果已获得诺贝尔奖或其他科学大奖。近20年来,中国学术界曾多次讨论,为什么中国与诺贝尔奖无缘?这确是值得深思的问题,我们认为,得不得诺贝尔奖还是个次要问题,更不必以得诺贝尔奖来确定我国的科学现代化计划,但迫切的倒是我们通过讨论,应有所反思:尽管近半个世纪来我国科学技术发展较快,创新也很多,但主要是技术创新或一般性的科学的创新,即是浅层次或较浅层次的,而科学原始创新却很少。不仅如此,国外先进的科学基础理论,如共振论、控制论、相对论、基因遗传学、灾变论、大爆炸宇宙学、
Scientific and technological innovation is multi-level, but the original scientific innovation should be deep-seated.
