为保证铁路运输安全和应对突发事件的能力,应对铁路运营部门制定的法规、制度和应急预案等进行有效可靠的管理。针对目前预案管理中存在的分散管理、查询修改不易、共享性差等问题,笔者综合考虑C/S模式在信息管理、办公自动化等事务处理和B/S模式在信息浏览、查询和发布方面的优势,采用B/S和C/S模式相结合的混合模式开发了铁路应急预案管理系统。研究了铁路应急预案的计算机一体化、多媒体管理等问题,描述了预案管理系统的结构、功能、数据库设计以及计算机的实现过程。
In order to ensure the safety of railway transportation and the ability to cope with unexpected incidents, effective and reliable management of the regulations, systems and contingency plans formulated by railway operation departments should be carried out. In view of the problems such as decentralized management, query modification and poor sharing in the current plan management, the author comprehensively considered the advantages of C / S mode in information management, office automation and B / S mode in terms of information browsing, inquiry and release , The railway contingency plan management system has been developed by using the mixed mode of B / S and C / S mode. The issues such as computer integration and multimedia management of railway contingency plans are studied. The structure, functions, database design and implementation process of the plan management system are described.
