朱崖、益州二郡皆属汉中央王朝开发经略的南方少数民族聚居的边疆郡地。汉王朝对两地的治理在形式上虽都采取了郡县制 ,但具体实施方略却不尽相同 :南方朱崖郡守皆自中原 ,却对朱崖郡的治理收效甚微 ;而益州郡守多来自邻近的巴蜀 ,汉王朝利用巴蜀人治理取得了良好的效果。这就成为导致两郡之不同结局的最重要原因。从这其中也可看出汉王朝开发治理西南政策的合理性及有效性 Zhu Ya, Yizhou two counties are Han dynasties dynasties dynasties developed by the southern minorities live in border counties.
