各省、自治区、直辖市及新疆生产建设兵团安全生产监督管理局、煤矿安全监管部门,各省级煤矿安全监察机构,司法部直属煤矿管理局,神华集团公司、中煤能源集团公司：去年以来,煤矿重特大水害事故多发。2005年全国煤矿共发生水害事故109起、死亡605人。其中发生一次死亡10人以上特大水害事故13起、死亡360人,同比分别上升160％、233．6％；分别占全国煤矿特大事故起数、死亡人数的22．4％和20．7％。今年1-4月份,全国煤矿发生水害事故24起、死亡108人。其中,发生3人以上水害事故12起、死亡90人。特别是今年4月份以来,山西省连续发生两起特大和特别重大透水事故：3月18日,吕梁市临县胜利煤焦有限公司樊家山井发生一起特大透水事故,死亡28人；5月18日,大同市左云县张家场乡新井煤矿又发生一起特别重大透水事故,初步核查井下被困矿工56人。
Provinces, autonomous regions and municipalities directly under the Central Government and the Xinjiang Production and Construction Corps Safety Supervision and Administration Bureau, coal mine safety regulatory authorities, provincial coal mine safety supervision agencies, Coal Mine Management Bureau directly under the Ministry of Justice, Shenhua Group Company and China Coal Energy Corporation: Since last year, Heavy water accidents occur frequently. In 2005, there were 109 water hazards in coal mines in the country, with 605 deaths. Among them, there were 13 major flood accidents with more than 10 deaths and 360 deaths, up 160% and 233.6% respectively over the same period of previous year; accounting for 22.4% and 20.7% of the total number of coal mine accidents and deaths in the country respectively. From January to April this year, 24 coal-mine accidents hit the country’s coal mines, killing 108 people. Among them, there were 12 water accidents involving 3 or more people and 90 deaths. Especially since April this year, two extraordinarily large and particularly serious flooding accidents have occurred in Shanxi Province: March 18, a large flooding accident occurred in Fanjianshan, Linxian Shengli Char Coke Co., Ltd., killing 28 people; on May 18 Day, Zhangjiaochang Township, Datong, Zhangjiaochang new coal mine has occurred with a particularly serious flooding accident, preliminary verification 56 underground miners trapped.
