为了保证广深铁路在1994年春节开行160km/h的准高速列车,中国铁路机车车辆工业总公司1991年4月25日至27日在铁道部戚墅堰机车车辆工厂召开了东风_(11)型内燃机车研制工作会议。参加这次会议的,除了主机厂戚墅堰机车车辆工厂外,还有永济电机厂、大连内燃机车研究所等厂、所的代表。中国铁路机车车辆工业总公司机车车辆处陈松林处长主持了会议,总公司贾玉申总工程师在会上作了重要讲话。会议的目的是明确任务,落实进度。
