《中国共产党党内监督条例(试行)》颁布施行以后,引起了各方面的广泛关注。大家最关心的问题是如何使法规得到全面的贯彻落实,如何使《条例》中规定的十项制度在执行中不走样。依我看,这要从说话开始。首先,大家要说话,不能沉默。说话,即表达意思,提出主张,它包括口头和文字两种形式。党内监督十项制度,其中有四项是对说话的规定和要求,即重要情况通报和报告制度、述职述廉制度、谈话和诫勉制度、询问和质询制度。其他六项制度同样也都离不开说话。为什么《条例》要对说话这么简单的事情做出如此复杂如此严格的规定呢?从文化传统来看,中国人对于说话的
