全球经济对资源需求的大幅度上升,导致当代资源政治呈现出国内与国际政治经济相互交叉的新特点,同时,中国成为全球新资源政治的中心。保证资源供应安全成为影响中国国内政治合法性的重要问题,也演变成为中国对外政策的一项核心内容。南非与澳大利亚对中国资源外交的反应,反映出国内政治经济迅速转型给对外经济与安全关系带来的复杂影响。南非与中国在推动国际治理改革上具有相似看法,均致力于发展战略伙伴关系,为两国资源产业合作奠定了基础,但是,两国间政治体制的差异、制造业间的竞争对双边资源政治产生了负面影响。在中国与澳大利亚案例中,采矿业对澳经济与政治不断增进的影响及其引发的全社会的负面反应,以及澳美安全同盟的延续增加了澳中间安全战略关系的不信任,中国在澳资源获取战略面临诸多挑战。
The drastic increase in the demand for resources in the global economy has led contemporary resource politics to show new characteristics of the cross-border domestic and international politics and economy. At the same time, China has become the center of new global resource politics. Ensuring the security of resource supply has become an important issue affecting the legitimacy of China’s domestic politics and has also evolved into a core element of China’s foreign policy. The reaction of South Africa and Australia to China’s resource diplomacy reflects the complicated influence that the rapid transformation of the political and economic homeland has on the relations between foreign economy and security. Both South Africa and China share similar views on promoting the reform of international governance. They both devote themselves to developing strategic partnership and lay the foundation for the cooperation in resources industry between the two countries. However, differences in the political systems between the two countries, competition among manufacturing industries, and bilateral resource politics Have a negative impact. In the case of China and Australia, the impact of the mining industry on the continuous improvement of Australia’s economy and politics and its negative reaction to the entire society as well as the continuation of the security alliance with Australia and the United States have increased the mistrust of the strategic security relations between Australia and China.
