目的评价中国(未包括香港、澳门特别行政区和台湾地区,下同)2008年儿童预防接种信息管理系统(Childhood Immunization Information Management System,CIIMS)实施情况。方法对中国2008年CIIMS收集的儿童预防接种个案和国家终审的用户档案表进行分析。结果2008年全国省(自治区、直辖市,下同)级CIIMS实施率为87.10%(27/31),以县(区、市、旗,下同)为单位实施率为30.36%(891/2935),以乡(镇、街道,下同)为单位实施率为26.63%(11512/43231)。以县为单位实施率≥90%的省有福建、湖北,以乡为单位实施率≥90%的省有湖北、福建、河北。以县为单位东、中、西部地区CIIMS实施率分别为28.91%、43.20%、18.41%:以乡为单位东、中、西部地区CIIMS实施率分别为26.15%、37.69%、16.44%。共15014个预防接种单位有数据上传权限,客户端软件共收集儿童个案42956214条,<6岁儿童CIIMS覆盖率为44.46%。累计上传儿童预防接种个案8793334条,上传数据占客户端收集数据的20.47%。结论实现2010年CIIMS建设目标,应加大推广力度,增加CIIMS建设经费投入,构建独立的CIIMS平台,加速对非国家客户端软件的测试认证。
Objectives To evaluate the implementation of the 2008 Childhood Immunization Information Management System (CIIMS) in China (excluding Hong Kong, Macau Special Administrative Region and Taiwan). Methods The analysis of the childhood vaccination cases collected by China’s CIIMS in 2008 and the national final file of user profiles was conducted. Results In 2008, the implementation rate of CIIMS was 87.10% (27/31) in all provinces (autonomous regions and municipalities directly under the Central Government) and 30.36% (891/2935) in units of counties (districts, cities and prefectures) , With the implementation rate of 26.63% (11512/43231) in units of townships (towns, streets, the same below). Provinces with county-level implementation rates of ≥90% have provinces of Fujian and Hubei with implementation rates of ≥90% as townships in Hubei, Fujian and Hebei provinces. The implementation rates of CIIMS in the eastern, central and western regions are 28.91%, 43.20% and 18.41% respectively. The CIIMS implementation rates in the eastern, central and western regions are 26.15%, 37.69% and 16.44% respectively. A total of 15014 vaccination units have data upload permissions, client software collected a total of 42956214 cases of children, <6-year-old children CIIMS coverage was 44.46%. A total of 8793334 cases of child vaccination have been uploaded. The upload data accounted for 20.47% of the data collected by the client. Conclusion To achieve the goal of CIIMS construction in 2010, efforts should be intensified to increase investment in CIIMS construction and establish an independent CIIMS platform to accelerate the testing and certification of non-state client software.
