由于科研工作的探索性强的特点,科研人员在选择科研项目,安排时间、方式和成果形式等方面都有着较大的独立性和自由度,对此应予以必要的尊重。但物极必反,如果对科研人员上述行为不加以适当的引导和约束,将可能导致科研工作四面出击、盲目追求研究热点、片面追求数量与速度等情况的出现,甚至出现个人科研目标与企业目标完全背离的现象。因此,通过战略目标导向的绩效评价来“控制”、激励科研人员的科研活动服务于企业的科研战略目标是至关重要的。本文阐述了战略目标导向的科研人员个体绩效评价的内涵和意义,提出了这一评价方法指标设计的原则,对各评价维度及其内容进行了描述,最后给出了指标量化的方法和分析工具。
Due to the exploratory nature of scientific research, researchers have greater independence and freedom in selecting scientific research projects, arranging time, methods and forms of achievements, and should be respected as necessary. However, if we do not give appropriate guidance and restraint to the above behaviors of researchers, we may cause scientific research work to strike in all directions, pursue blindly the research hot spots, unilaterally pursue the quantity and speed, or even completely depart from the goals of individual scientific research and business The phenomenon. Therefore, through the strategic goal-oriented performance evaluation “control ”, it is crucial to motivate researchers’ scientific research activities to serve the strategic goals of the enterprise. This paper elaborates the connotation and significance of the individual performance evaluation of the strategic goal-oriented researchers, puts forward the principle of the index design of the evaluation method, describes each evaluation dimension and its content, and finally gives the methods and analytical tools of the index quantification .
