在本刊七月号谭培伦同志所提出的“对设计洪水过程线放大方法的意见”中,强调了“同频率放大”法的优点,但从个人工作中体会,发现该方法有几种缺点,现在提出,以供讨论参考。首先,采用“同频率放大”推求设计洪水过程线往往会破坏和歪曲河流的自然现象。如本来的典型过程为一单峰过程,而设计洪水可能变成复式峰;原来典型的双峰过程,由于采取了“同频率放大”可变为奇异的复杂过程,几乎找不到原有典型的任何规律。原来典型中大洪峰发生时间较迟,但是采用了“同频率放大”法后,高峰出现的时间提前,本来是峰高的却变成相对的低峰。这对水库安全要求来说,与原典型恰得其反,因而作为设计洪水将有不安全之感。我们知道一条河流的水文现象虽然有其多变性和不重复性,但河流的水文现象总是自然地理因素和气候因素之时间上的综合反映的产物。采用同频率放大法,就不能不歪曲了自然现象。

Using the same frequency amplification method, we can not but distort the natural phenomenon.
