九十年代以来,我国各地民办、私立幼儿园开始在幼教体系中占有越来越重要的比重和位置,并成为当前我国学前教育发展与改革的“热点”问题。与此同时也或多或少出现了各种各样的问题。由于缺乏法律的有效保护,这些问题已开始严重影响或妨碍了民办、私立学前教育的正常发展。同时由于缺乏法律的有效约束,有些民办、私立幼儿园偏离了健康发展的轨道,甚至背离了教育方针。因此,民办、私立学前教育立法已成为当务之急。 Since the 1990s, privately-run and private kindergartens in various parts of China have begun to occupy an increasingly important proportion in the preschool education system and have become the “hot spots” in the development and reform of preschool education in our country.
