目前,第三世界国家都认为以旅游业引进外国资金,是发展经济,增加就业机会和增加城市收入的好办法。利用外资发展旅游业无疑对国民经济和城市经济有一定的好处,但南美一些学者则认为经济效果并不很大,反而因为利用外国资本而令第三世界国家成为发达国家的附庸。本文无意评介此一理论,加之引进外资对一国经济和政治的发展是好是坏,主要是个国策的问题,有关的决策者自会论定。本文的假设是,旅游业是值得加以发展的一种城市活动;主要内容是讨论在城市规划中如何为旅游业提供必要的条件和适应它的需要。
At present, third-world countries all believe that the introduction of foreign funds through tourism is a good way to develop the economy, increase employment opportunities and increase urban income. The use of foreign capital for the development of tourism will undoubtedly have certain benefits for the national economy and the urban economy. However, some South American scholars believe that the economic effect is not great. On the contrary, the use of foreign capital has made the third world countries a vassal of the developed countries. This article has no intention to review this theory, and the introduction of foreign capital is good or bad for the development of a country’s economy and politics. It is mainly a matter of national policy. The relevant decision makers will be self-resolved. The assumption of this paper is that tourism is an urban activity worthy of development; the main content is to discuss how to provide the necessary conditions for tourism and meet its needs in urban planning.
