全面质量管理的概念是:一个组织以质量为中心,以全员参与为基础,目的在于通过顾客满意和本组织所有成员及社会受益而达到长期成功的管理途径。疾控作为政府公共卫生服务的公益性部门,推行全面质量管理,有助于合理的使用现有资源,提供更好的技术服务,更有利于满足广大群众对公共卫生服务的需求。如何合理利用人员和资源,把全面质量管理与绩效管理相结合,按工作规范和质量管理的各项规章制度来保证工作质量提高工作效率是我们面临的挑战。
The concept of total quality management is that an organization is quality-centered and participatory, with the goal of achieving long-term managerial success through customer satisfaction and the benefit of all members of the Organization and society. As a nonprofit department of government public health services, CDC promotes total quality management, helps to make rational use of available resources, provides better technical services and is more conducive to meeting the needs of the general public for public health services. How to make rational use of personnel and resources, combine total quality management and performance management, and ensure the quality of work according to the work rules and the rules and regulations of quality management. To improve work efficiency is the challenge we face.
