由温家宝总理签署的《劳动保障监察条例》已经由2004年12月1日起正式实施,该条例将成为劳动保障部门加大劳动保障监察力度、维护劳动者合法权益的一把利剑。《条例》中的三大亮点彰显了弱势群体的合法权益,尤其值得关注。亮点之一:逾期不支付劳动者的工资报酬的用人单位将向劳动者加付赔偿金。《条例》第二十六条规定,用人单位有下列行为之一的,由劳动保障行政部门分别责令限期支付劳动者的工资报酬、劳动者工资低于当地最低工资标准的差额或者解除劳动合同的经济补偿;逾期不支付的,责令用人单位按照应付金额50%以上1倍以下的标准计算,向劳动者加付赔偿金:克扣或者无故拖欠劳动者工资报酬的:支付劳动者的
