本文从府际学习、府际竞争、上级压力、公众压力、政府资源和能力等5个方面对政府采用社会媒体技术及其扩散的驱动因素予以解释。以282个地级市为样本,本文的实证分析发现,影响政务微博扩散的主要因素是同级政府竞争以及政府资源与能力,府际学习、上级政府压力和公众压力的假设未获支持,城市经济状况、规模和行政级别等也同政务微博开通数量显著正相关。
This article explains the government’s adoption of social media technology and the drivers of its proliferation from five aspects: intergovernmental learning, intergovernmental competition, superior pressure, public pressure, government resources and capabilities. Taking 282 prefecture-level cities as samples, the empirical analysis shows that the main factors affecting the proliferation of government microblogging are the competition of government at the same level and the assumption of government resources and ability, government learning at the higher levels, government pressure at the higher levels and public pressure. The economic status, size and administrative level of the cities also showed a significant positive correlation with the number of government micro-blog launches.
