Wu Jiesheng’s article “Consciously Applying the Scientific Outlook on Development to Promote the Development of Socialism with Chinese Characteristics” states that the important report made by Comrade Hu Jintao on October 15 at the 17th CPC National Congress marks the beginning of a new historical period for the Chinese Communists, Political Declaration and Program of Action on the Development of Socialism with Chinese Characteristics.
