The theoretical study of government performance management in our country started late, especially for the practical case study of county-level grassroots management performance appraisal. In order to better establish a performance appraisal system for grassroots party and government departments and effectively coordinate the implementation of the Opinions of the Central Committee of the Communist Party of China on Establishing a Mechanism for Appraisal and Evaluation of Leading Cadres and Leading Cadres in Science and Technology in June 2009
