The 1980s was a decade for the radar community to develop electronic anti-interference (ECCM). Prior to this, the usual situation was as follows: ECCM issues were seldom emphasized in the initial design of the radar, except for some basic electronic anti-jamming features that could be implemented without adding too much cost. If you sometimes need more ECCM technology (which many people are still skeptical about), ECCM features can be added to the system by changing the engineering design. The ECCM is purely reactive, meaning that the ECCM technology was developed on the basis of threats that have been discovered or are presumably present.
