对于当代世界各国而言,文官是政府改造最重要的对象之一,对于政治中立、响应性、伦理、与行政管理相关主题的经验研究而言,文官更是一群可指认的调查对象。本文试图由台湾地区公部门首度的整体性文官抽样面访调查经验中,检讨并且累积未来公部门进行文官调查的操作知识。本研究借助“国科会”补助“台湾民主治理机制巩固之研究”两年计划的机会,于2008年初完成台湾地区公部门一般行政机关的文官面访问卷,本研究从回收的资料中,从文官与民众面访调查不同的特性出发,从抽样方法、调查拒访、替代样本等影响统计推论的议题角度,深入探讨访谈数据的推论质量问题,以贡献于循证基础的公共行政与政策的研究与实务。本研究母体为公部门一般行政机关文官,共接触3 042位受访者后完成1 962份有效面访问卷,有效回收率达64.5%。
For all countries in the world today, civilians are one of the most important targets of government reform. For the empirical research on the topics of political neutrality, responsiveness, ethics and administrative management, civilians are even more identifiable subjects of investigation. This article attempts to review and accumulate the operational knowledge of the future public sector civil service investigation from the experience of the first official civil service sample interview in Taiwan public departments. In this study, we completed the civil-government interview in the general administrative departments of public departments in Taiwan in early 2008 with the help of the “National Science Council” subsidy and “Taiwan’s democratic governance mechanism to consolidate research” According to the different characteristics of interviews between civil servants and the general public, from the aspects of sampling methods, investigation of refusal visits and replacement samples, etc., the inference quality of interview data is discussed in depth in order to contribute to the evidence-based public Research and Practice of Administration and Policy. This study was conducted by civil servants in the general department of civil administration. A total of 1 962 valid questionnaires were completed after a total of 3 042 respondents were interviewed, with an effective recovery rate of 64.5%.
