According to foreign media reports, the Organization for Economic Co-operation and Development (OECD) is trying to limit the use of low-standard ships. Banks, insurers, charterers and classification societies are all actively supporting this move. This activity is not yet implemented because it is outside the jurisdiction of the International Maritime Association. OECD’s ambitious program aims to limit low-standard ships for cargo. Different passenger and freight transport, there have been obvious oversight. The most recent meeting of the OECD Transport Committee passed a decision to mobilize as many agencies as possible into the fight. After many disputes, there will be many proposals to be produced before the next meeting with the only goal of reunifying the OECD. The main part of this fight is related to charterers and insurers, strictly speaking, agencies involved in the safety of classification societies. The European Commission warned that some institutions that rent low-standard ships will be subject to financial penalties. However, when some CBs attempt to produce inspection reports to prove the safety of their vessels, the OECD reminds them that their own inspection systems are applicable.
