欧盟历来积极倡导和推动绿色拆船的实现,建立并完善绿色拆船的国际法律框架。1989年《巴塞尔公约》中关于船舶拆解的规制已无法满足现代拆船业的需求。《2009年香港国际安全与环境无害化拆船公约》的出台,为拆船业树立了新的风向标,然而该公约尚未生效。2013年10月欧洲议会率先批准通过了《欧盟拆船法案》,对世界拆船业的格局产生了巨大的影响。中国在绿色经济这一发展理念的倡导下,也应积极开展无害化拆船,以提高中国拆船厂在世界拆船市场上的份额。
The EU has always advocated and promoted the realization of green ship recycling and established and improved the international legal framework for green ship recycling. The 1989 Basel Convention regulations on ship dismantling have failed to meet the needs of the modern shipbreaking industry. The promulgation of the “2009 Hong Kong International Security and Environment Harmless Recycling Convention” has set a new benchmark for the shipbreaking industry. However, the convention has not yet entered into force. In October 2013, the European Parliament took the lead in approving the passage of the EU’s Shipbreaking Act, which has had a huge impact on the pattern of the world’s shipbreaking industry. China advocates the concept of green economy and advocates sound decontamination to improve the share of China’s shipbreaking plants in the world’s ship recycling market.
