大型信息化工程建设涉及多个并列且互相关联的项目,是多部门参与、多厂商参加、建设周期相对较长的系统工程。如何对各项目、各环节和各阶段的工程建设目标、计划、资源、风险、问题等进行统一协调和控制,以保证工程整体协调推进和预期目标顺利实现,是当前电子政务建设的一个难题。深圳国税系统积极借鉴国际先进经验和科学方法论,探索建立了一套大型信息化工程建设管理模式,满足了整合工程建设的需要,保证了工程的顺利开展,实践证明效果较好。
The construction of large-scale informatization projects involves a number of projects that are side-by-side and related to each other. They are systems engineering involving many departments and multiple vendors and relatively long construction periods. How to carry out unified coordination and control over the construction objectives, plans, resources, risks and problems of various projects, all links and stages so as to ensure the overall coordination and promotion of the project as well as the smooth realization of the expected goals is a difficult problem in current e-government construction. Shenzhen tax system actively learn from advanced international experience and scientific methodology, explore the establishment of a set of large-scale information technology construction management, to meet the needs of the integration of construction to ensure the smooth progress of the project, the practice proved effective.
