对于经济新常态下推进国家治理体系和治理能力现代化来说,确定公务员通用能力新增长点具有重要的现实意义。公务员通用能力受到多方面因素影响,其中最根本的莫过于社会环境的变化和需求,最直接的则是政府职能面临的新任务和新挑战。本文依据社会系统理论的原理,在逻辑分析的基础上,认为宏观时代环境呈现出多重转型的特点,表现在准熟人社会、准信息社会和准合作治理等三个方面。在此基础上,确定多重转型社会公务员通用能力新增长点为示范社会主义核心价值观的能力、信息资源运用和管理能力以及合作网络治理与运营能力。
It is of great practical significance to determine a new growth point for the general ability of civil servants in order to promote the national governance system and the modernization of governance capacity under the new economic normal. The universal capability of civil servants is affected by many factors. The most fundamental one is the changes and needs of the social environment. The most direct one is the new tasks and new challenges that government functions face. Based on the theory of social system, based on the logic analysis, this paper argues that the environment in the macro era presents the characteristics of multiple transitions, which are manifested in three aspects: quasi-acquaintance society, quasi-information society and quasi cooperative governance. On this basis, the new growth point of common capabilities for civil servants in multiple transitional societies is determined as the ability to demonstrate the core values of socialism, the ability to use and manage information resources, and the capacity of cooperative networks to govern and operate.
