SARS留给国际社会的思考是如何改进全球公共卫生体系,以应对下一场疫情。其中,“后威斯特法利亚”公共卫生体系的提出颇引人关注。但是这种体系的设想并没有否定国家的存在,存在无法自恰的矛盾:假定主权的存在,又要建立一个无需主权原则的全球公共卫生体系。因此,这种体系的概念具有逻辑上的错误,它高估了非政府组织的默契和能力,也低估了威斯特伐利亚体系支柱的坚固程度。目前各国的主权观均发生了改变,国际流行性疾病的管理仍然要以在威斯特伐利亚规则基础上建立起来的世界卫生组织为中心,并只能在这一基础上进行改善。
The thinking SARS left for the international community is how to improve the global public health system to deal with the next outbreak. Among them, the “Post Westphalia” public health system has attracted considerable attention. However, the assumption of this system does not negate the existence of the state and there is a contradiction that cannot be self-contained: Assuming the existence of sovereignty, we must also establish a global public health system that does not require the principle of sovereignty. Therefore, the concept of this system is logically mistaken. It overestimates the tacit understanding and ability of non-governmental organizations and underestimates the solidity of the Westphalian system. At present, the concept of sovereignty has changed in all countries. The management of international epidemic diseases still needs to focus on the World Health Organization established on the basis of Westphalian rules, and can only be improved on this basis.
