系统化与科学化的政策评估是提升政府监管效能的重要前提及关键。本文利用最小二乘法对1990～2010年中国电信监管绩效进行了实证检验。计量结果表明,随着电信监管对象的改变,放松监管、引入竞争是中国电信改革的基本方向。中国电信产业市场结构调整应在有效的监管治理机制和明确的监管制度框架之下实施,电信产业监管改革的首要任务是明确监管架构,建立独立的监管机构以及建立有效的监管治理机制,而不是简单地进行电信重组。
Systematic and scientific evaluation of policies is an important precondition and key to enhance the effectiveness of government supervision. In this paper, we use the least squares method to test the regulatory performance of China Telecom from 1990 to 2010. Measurement results show that with the change of the telecommunications regulatory object, the relaxation of regulation, the introduction of competition is the basic direction of China’s telecommunications reform. The structural adjustment of China’s telecom industry market should be implemented under an effective regulatory and regulatory framework and a clear regulatory framework. The primary task of telecom regulatory reform is to clarify the regulatory framework, establish an independent regulatory agency and establish an effective governance and governance mechanism instead of Simply re-telecom.
