1996年是实现人事工作“两个调整”的第一年,是国务院提出“用三年左右时间在全国基本建立起国家公务员制度”任务的最后一年。对考试录用工作来说,1996年是非常关键的重要一年。今年的考录工作要继续贯彻“整体推进、重点突破、强化监控、稳步发展”的工作方针,工作任务一要上规模,就是全方位推进考试录用制度;二要上法规,就是要使考试录用工作步入法制化、规范化的轨道;三要上水平,就是要提高公务员录用考试的科学性和有效性。
The year 1996 is the first year for implementing personnel work and “two adjustments.” This is the last year the State Council has proposed that “we basically establish a national civil service system in the country in about three years.” 1996 was a very crucial and important year for the recruitment of examinations. This year’s examination work should continue to implement the work guideline of “promoting the whole, focusing on breakthroughs, and strengthening the monitoring and steady development”. As soon as the work tasks have to be on a large scale, the examination system should be promoted in all aspects. Examination hiring work into the legal and standardized track; three to the upper level, is to improve the civil service recruitment examination scientific and effective.
