为建立1支结构合理的科研梯队,搞好科技兴院,对我所1989年及1996年科研在编人员的数据进行分析,发现中青年科技人员流失严重,7a共减少19人,其中<45岁15人,占总减员79%。现有科研队伍趋于年龄老化。人员流失原因有自费出国、考研究生、“下海”经商等。提出要稳定住科技人才,就要实行政策倾斜,营造良好的科研环境;切实采取扶植青年医学科研人员的措施
