目前,大多数矿井的内部承包还只停留在以产量或进尺为主要承包指标与一般的“计件工资”相配合的承包形式上面。承包期一般为1年,而且1个月下达1次计划,月终验收,按量计件,1月兑现1次工资,对质量、安全以及材料、配件、电力消耗的约束甚微。这种承包形式突出的问题是“包不全”、“包不死”、“包不到底”,因此,亟待进一步完善深化,以适应煤炭生产形势的需要。
