原国家教委于1991年印发的《普通中小学校督导评估指导纲要(修订稿)》(下称《指导纲要》)是一个权威性文件。它的下发,标志着依法治教、全面推行学校督导制度已跨进了新阶段。但是,在依据《指导纲要》,组织实施科学评估学校的过程中,我们发现督导评估权威性的问题还需要进一步探索和研究,现谈谈本人的看法。
The “Outline of the Guideline for Assessing the Assessment of Ordinary Primary and Secondary Schools (Revised Draft)” (hereinafter referred to as the “Guidelines”) issued by the former State Education Commission in 1991 is an authoritative document. Its issuance marked the beginning of a new stage in the administration of education according to law and the full implementation of the school supervision system. However, in the process of organizing the scientific evaluation of schools in accordance with the “Guidelines”, we have found that the issue of supervision and evaluation of authority still needs further exploration and research. Now we talk about our own opinions.
