针对我国国有煤炭企业人力资源开发管理方面存在的弊端,本文认为转变观念、构建人力资源管理体系、建立科学可行的人力资源竞争、使用、薪酬激励、培训开发机制是国有煤炭企业人力资源开发管理工作应对国际、国内激烈竞争环境的有效手段。
