《邮政法》规定 ,中国邮政是全民所有制经营邮政业务的公用企业。作为企业 ,中国邮政参与了众多竞争性业务的经营 ,经营中必须遵循商业性法则。作为公用企业 ,中国邮政承担了为社会提供普遍服务的义务 ,经营中必须把社会效益放在首位。系统分析了邮政经营的商业性特征和非商业性特征 ,指出我国邮政采取商业性经营战略 ,必须结合邮政的法律地位和业务需求特点 ,转换经营机制。
The Postal Law stipulates that China Post is a public-owned enterprise that operates a postal service under the ownership of the whole people. As an enterprise, China Post is involved in the operation of many competitive businesses. Business operations must follow commercial rules. As a public utility, China Post undertook the obligation to provide universal service to society. Social benefits must be given top priority in its operations. The paper systematically analyzes the commercial characteristics and non-commercial characteristics of the postal administrations. It points out that the commercialization strategy of China’s postal administrations must be based on the legal status of the postal services and the characteristics of business needs, so as to change the operating mechanism.
