本文以常州市运河设计洪水位的确定为例,探讨了受潮汐影响的平原河网区城市设计洪水位的确定方法。所建议的首先按实测水位系列(若水位资料充分)或频率组合法(若水位资料短缺)推求现状工情、不破圩、无内涝情况下的设计洪水位,然后按河网洪水演算模型分析不同防洪措施对设计洪水位影响的方法,无须涉及设计暴雨与潮位遭遇组合这个麻烦问题,也无须作设计洪水与设计暴雨同频率的假设,因而设计标准概念明确,又比长系列操作法简单易行和更能充分应用有关信息,是一个可供进一步研究的方法。
This paper takes the determination of design flood level of canal in Changzhou as an example to discuss the method of determining urban design flood level in plain river network affected by tide. According to the proposed water level series (if the water level information is sufficient) or the frequency combination method (if the water level data is short), the current situation is not deduced, and the design flood level without waterlogging is analyzed. Then, The impact of flood control measures on the design flood level need not involve the hassle of designing combinations of torrential rain and tide levels, nor the assumption of design floods and design storm rates, so the concept of design standards is clear and simpler than the long series of operational methods And the more adequate application of relevant information is a way for further research.
