办公室工作要上台阶,就要引入竞争机制,搞活用人制度。从1993年开始,我们对办公室的各科科长、副科长由过去的委任制改为聘任制,聘期两年。通过公布方案、确定工作目标、个人申报、资格审查、竞聘演讲、民主评议、全面考核和组织审批等程序,聘任了12名科长和副科长。12名同志纷纷登台慷慨陈词,演讲自己的任职条件和完成岗位工作的具体保证措施,博得大家阵阵掌声,打破了历年来机关干部委任制的神秘气氛,增强了群众监督机制,同时也使被聘任的同志增强了责任感和危机感,焕发了机关的生机和活力。
