社会排斥是一个过程,是社会个体因贫困、基本能力缺乏、终身学习机会缺失或社会歧视等原因不能全面参与社会活动;战胜社会排斥,需要采取强力经济政策与教育政策消除贫困和学习机会缺失等导致社会排斥的根本原因。英国新工党政府在过去十年中,制定强力政策和采取强力措施,提升国民生活基本水平和为遭受社会排斥的人们提供补偿性服务以帮助他们开发人力与社会资本,工党获得的连续的竞选胜利表明这些政策与措施具有成效并且深得民心。克服社会排斥责这一政府政策,正引导着人们向建立一个团结的与繁荣的社会的目标迈进。
Social exclusion is a process in which an individual in society can not fully participate in social activities due to poverty, lack of basic abilities, lack of lifelong learning opportunities or social discrimination.
