改革开放以来,为促进卫生事业发展,各级财政在比较困难的情况下,不断增加对卫生事业的投入。但是各级卫生部门均普遍反映政府财政补助不足,政府筹资比例在卫生总费用中比例也急剧下降[1]。出现“越补越不足”的现象;政府筹资比例下降的同时,我国卫生资源使用效率呈现低下的状况 Since the beginning of reform and opening up, in order to promote the development of the health industry, the finances at all levels have continuously increased their investment in health care under relatively difficult circumstances.
