一、概述我国科技成果奖励工作一直是来用聘请专家召开评审会的办法进行的,评奖的主要依据仅仅是条例上所规定的“三性”,即成果的先进性、创造性和实用性等少数几项指标进行定性评价。随着现代科学技术的迅速发展,对科技成果评价提出许多新的要求,传统的描述性的定性评价方法,已不能适应现代管理的需要,如何对科技成果进行科学的、实事求是的评价,并逐步实现科技成果评定手段的现代化,已成为科技成果管理中迫切需要探索,解决的现实问题。
