为了实现教育机会均等,基础教育阶段的科学教育应该也必须面向所有未成年人。经过多年的努力,人口居世界第一的中国,在中小学科学教育领域已经取得了很大成绩,但受人口、经济和社会发展制约,教育资源短缺现象仍很严重,这导致了城乡、不同地区、不同学校、男性和女性的科学教育质量仍存在较大差距。为了促进教育公平,提升每一位公民的科学素质,2006年2月,中国国务院颁布实施了《全民科学素质行动计划纲要》。在贯彻该纲要的两年后,基础教育阶段的科学教育明显得到了加强,提升未成年人科学素质的行动正在呈现出良好的发展态势。

In order to promote education fairness and enhance the scientific quality of every citizen, in February 2006, the State Council of China promulgated and implemented the “Outline of a Scientific Action Plan for All People.” Two years after the implementation of the outline, science education in the basic education phase has been obviously strengthened. The promotion of the scientific quality of minors is showing a good momentum of development.
