一近年来,改革在各个领域全面铺开,且不断深化,由此导致新旧体制瞎合加速,程度加深,各种社会问题和矛盾增多,特别是企事业单位内部发生的不安定事件大量增加。1997年,浙江省县以上经文保列管单位出现不安定苗头或事件达161起(次),比上年上升了46.5%;今年第一季度又发生35起,比去年同期上升了20%。据笔者调查分析,今年乃至今后较长一段时间内,由于政治体制改革向纵深发展,经济体制、金融体制改革进入攻坚阶段,内部单位的不安定因素仍将进一步凸现。当前较为突出的有以下几个方面:(一)企业亏损、拖欠职工工资、医疗费难以报销,是当前主要的不安定因素。据浙江省有关部门对15648家企业的调查统计,亏损企业有5585家,停产、半停产企业2190家,破产企业391家,这三项合
In recent years, the reform has been rolled out and deepened in various fields in an all-round way. As a result, blind and co-opted old and new systems have been accelerated and deepened.
