京张铁路起自北京丰台,迄于张家口,是中国人自己设计、自己建造的第一条重要铁路.张家口在居庸关外,地处北京西北,是通往内蒙、沟通南北货运的要道.也是历史上著名的军事重镇.沙俄和英国为掠夺京张路的修建权,进而操纵中国的军事、政治,相互争斗了一年多.中国人民对此无比愤慨,不少志士仁人发出了“铁路修自洋人不如修自中国”的强烈呼声.1903年清政府在人民压力下,同时也出于军事、经济和政治上考虑,特别是为了同蒙古王公加强联系,决定自办这条铁路.1905年5月,清政府分别在天津和北京成立京张铁路总局和工程局,同时在北京和丰台设立了材料厂和购地所,派陈昭常担任总办,詹天佑担任总工程师兼会办,主持全线工程.
