随着经济社会的不断发展,特别是改革开放以来我国社会主义现代化建设事业的深入发展,长期以来行之有效的干部人事管理制度,越来越不能适应新形势发展的需要。对此,邓小平提出进行干部人事制度改革的必要性:全党要从组织制度的高度来认识干部人事制度改革的必要性。在邓小平关于干部人事制度改革的思想指导下,我国对传统干部人事制度进行了一系列的改革和探索,并且取得了重要成果,如确立了干部人事工作的指导思想,提出了干部队伍的“四化”标准,建立了老干部离退休制度,在行政机关推行了岗位责任制,强化干部考核中的政绩考核、实行干部能上能下,提出了干部易地交流制思想等。邓小平关于新时期的干部人事制度改革的思想,不仅从思想理论上丰富发展了毛泽东关于干部队伍建设的理论,而且,邓小平同志对于我国干部人事制度在理论上和实践上的贡献,为我国国家公务员制度的建立奠定了基础。

Deng Xiaoping’s thinking on the reform of the cadre and personnel system in the new era not only enrichs and develops Mao Zedong’s theory of cadre building from the ideological and theoretical points of view, but also, in theory and in practice, Comrade Deng Xiaoping’s contribution to the cadre and personnel system in our country serves as the basis for our national civil servants The establishment of the system laid the foundation.
