国务院最近决定,将清江流域作为全国水电滚动开发的第一个试点,标志着我国水电建设方针的历史性转变。横贯鄂西南的八百里清江,是长江冲出三峡后的第一条支流。1987年12月16日,国家计委正式批准由湖北省和水电部合资兴建清江上的第一座梯级电站—隔河岩水电站。在隔河岩电站的管理体制上,湖北省政府没有沿用长期形成的指挥部的模式,而是由一个经济实体—清江开发总公司作为业主,从工程前期准备、资金筹集、建设施工、债务偿还和投产后的管理、收益,全方位、全过程负责。把只管用钱变成了借钱、用钱、还钱。这一全新管理体制的确立,为隔河岩电站的建设注入了强大的推动力。这个总装机120万千瓦的大型水电站从主体工程开工到四台机组全部投产,工期仅5年零5个月,创造了我国百万千瓦级大型水电站的最快建设速度。许多经济学家认为,“清江模式”是对中国沿用了40年的基本建设管理体制的历史性突破。
