组织作为有特定目标的构体或单位之所以存在就是为了实现一定的职能,并合理和有效地协调群体成员的活动。一个正式组织里所形成的组织关系不是自行产生的,而是由人们建立、完善和发展的。组织关系是组织里的各个环节、组织群体成员个人之间的联系在实现组织职能过程中所形成的相互配合和行政隶属、责任依从的关系及其相互承担义务的职责体系。明确规定组织环节、领导层次间的职位和人与人之间的基本关系,对完成组织职能有着重要作用,它能使组织摩擦冲突和人事纠葛纷争的现象减少到最低限度,能促进各组织间的协调和合作。而有效地发挥组织职能,恰恰又有赖于组织与个人达成最佳的整化以及由组织的整体性、团结性和心理凝聚力所表征的整化程度和聚合水平。既然组织是一种活动方式,
