在“大跃进”的形势下,1958～1960年,全省掀起了大办水利的群众运动,大搞水库建设和灌区开发。三年内全省人民付出了艰辛的劳动,共投工15.7亿个,完成土方19.3亿立方米,国家投资7.3亿元,建成大中型水库115座,小型水库3812座、塘坝8566座,建成大中型灌区17处以及南四湖二级坝、韩庄枢纽和黄河位山枢纽工程。工程投入之大和完成工程数量之多,在山东水利史上都是空前的。已建成的水利工程,为山东水利事
In the “Great Leap Forward” situation, from 1958 to 1960, the province launched a mass movement for water conservancy and did its utmost to engage in the construction of reservoirs and the development of irrigation areas.
