一、基本情况:津市合作社工作经过两年多来的发展,巩固整顿健全,已有显著进步与提高。截至二月底有四三一个社单位能按季按月编造收支计划,接受国家银行现金管理,整组工作已完成八八个社单位,三月底能完成一三六个社单位。经过整顿的合作社大致符合了合作社法要求,但仍应继续提高,没有进行整顿的基层社还存在着不少问题和缺点,有的还相当严重,如多数社没社章,组织不健全且不统一,社委会职权与性质不明确,实际上成了决策和执行机关,民主制度没有建立或不健全,社干来源多为指派和雇用,民选的少,社干为社员服务思想不够明确,存有单纯的盈利观点,业务经营盲目没计划,不完全根据社员实际需要出发,

The democratic system has not been established or is unsound. The sources of social organizations are mostly assigned and employed, and there are few people elected, and the service of the social workers is not clear enough. There is a purely profitable point of view. Business operations are blindly unplanned, and do not start completely based on the actual needs of the members.
