一个时期以来,各级机关创办实体、兴办公司、人员“下海”形成了热潮。可是,有不少地方在执行中央政策上有失偏颇,对机关干部“下海”制定了编制、职务、工资等“几不变”优惠政策。这虽然激发了更多的机关干部“下海”热情,但也引发了官商相联、权钱交易等诸多弊端。 最近,中央发出了“下海”机关干部与机关“彻底脱钩”的一系列通知,并规定了时限。面对这种强烈的振荡,“下海”机关干部必须在短期内作出新的抉择。为摸清他们的心态,笔者对苏北某市特作了详细的走访调查。初步结果表明:要求“上岸”者占“下海”总人数的82%,打算继续留在“海”里的占14%,还有4%左右的人目前还感到进退两难。上述类型人员之所以作出各自的择业取向,是因为他们有截然不同的情况。
Since a certain period of time, the authorities at various levels have set up an upsurge of establishing entities and setting up companies and personnel to “go to sea”. However, there are quite a number of places where there is a partial bias in implementing the Central Government’s policies and some preferential policies of “few changes” to the organs and cadres such as “establishment of the sea” are formulated. Although this has aroused more enthusiasm for “going to the sea” by the organs and cadres, it has also caused many defects such as the association between officials and businessmen and the trading of power and money. Recently, the Central Government issued a series of circular “complete decoupling” between cadres and organs of the “government under the sea” and set a time limit. In the face of such strong oscillations, cadres of the “sea-going” organs must make new choices in the near future. To find out their mentality, I made a special visit to a city in northern Jiangsu investigation. Preliminary results showed that: “ashore” requires 82% of the total number of “sea”, 14% want to stay in the “sea”, and about 4% still feel dilemma. The reason why the above types of people make their careers is because they have very different situations.
