松江河梯级水电站二期工程建设管理按照现代企业制度,组建了有限责任公司,实行业主负责制。为严格控制工程造价,采取了以下措施:严把设计关,不断优化设计方案;全面推行招投标制,优选承包商;加大监理力度,实行工程监理制;深化合同管理,减少合同纠纷。整个建设过程中以提高电站整体经济效益为目标,把造价管理作为工程建设的一个关键环节,既合理降低了工程造价,又保证了工程质量和进度,取得了良好的效果。
